This week the Governor signed AB192 which provides tax refunds for qualifying “middle class” taxpayers in an effort to provide relief from inflation.
You will qualify if you:
- Have filed your 2020 tax return by October 15, 2021
- Have California Adjusted Gross Income (CA AGI) below a specified amount (see below)
- Have been a California resident for six months or more of 2020
- Have not been claimed as a dependent in 2020
- Be a California resident on the date the payment is issued
To locate your CA AGI:
- See Line 17 on your 2020 Form 540 (Form 540 is the California Tax Return)
- If you are a client of Cromwell Tax & Bookkeeping you can see your 2020 return in Smart Vault under TY20/Client Tax Returns
Income levels that will qualify to get a payment:
- For Single Filers, CA AGI less than $250,000
- Head of Household, CA AGI less than $500,000
- Married Filing Jointly, CA AGI less than $500,000

When you will get it:
- Payments will go out between October 2022 and January 2023
How it will be issued
- Payments will be issued by direct deposit or debit card.
How it will be taxed
More details are coming but we believe it will be taxable on the federal return under certain scenarios where you received a tax benefit from paying the state tax. More details will be coming soon.

- As of this time we are not aware of a portal where you can track your payment status.
- Also, your tax preparer will not liklely be in a position to chase this payment down for you especially since the payments bump up against the start of tax season.
